read the helpdesk and try out various very easy/easy crimes and from around lvl 10+ you can start trying to do some of the normal crimes

The best way to level up is the graffiti spraying crime at early levels.

Consider paying the snitch to get whereabouts on how to solve a crime. Very Easy and Easy crimes have quite detailed snitch.
