The winners and losers are primarily decided based on how many people are in your gang, what specs those people are, and whether those people do crimes.

I've come up with the best builds for next round but without being in a good gang it means nothing.

So what gangs are being formed?

Nemesis will be reformed, under another name probably next set. A balanced gang, in terms of crimes and robberies, perhaps a bit more focused on crime solving than robbing.
