This should be reported using the report button in the email section of the BM play screen. On the right hand side of the email title is a little shield button which is for reporting emails to the administration.

Generally speaking threads are only locked if there is abuse between posters. I have only ever deleted a topic when it was absolutely inappropriate (i.e. porn, etc.). You never know who else will have this same question and find their answer without having to ask it all over again.

There is a small chance the certain player has misunderstood the rules. Did you inform him that what he says is not the case Crazy Escimo? That's the first thing you should do and then also report the message so the admins can check on his compliance to the rules.
